  1998-2007年,衡(heng)(heng)陽華菱不(bu)銹鋼管廠以(yi)減員增(zeng)效、剝離輔助、三項制(zhi)度改(gai)革(ge)等為主(zhu)要內容,加快轉(zhuan)機建(jian)制(zhi)步伐(fa)。按照建(jian)立“政企分開、權責明確、產權清晰、管理科學”的現代企業制(zhi)度的要求,衡(heng)(heng)鋼以(yi)資產經營(ying)為紐帶,大力推(tui)進“分離輔助、精干主(zhu)體(ti)”的企業改(gai)制(zhi)工(gong)作,1998年至1999年,共剝離9個輔助部門。在集團公司(si)的扶植下,輔助單位自我生存能(neng)力不(bu)斷增(zeng)強。

  員(yuan)工(gong)實現(xian)能進能出。2012年(nian)(nian)(nian)前,公司(si)處(chu)于規模(mo)擴(kuo)張(zhang)期,通過推行業(ye)務(wu)(wu)(wu)和勞務(wu)(wu)(wu)外包(bao),正(zheng)式(shi)(shi)員(yuan)工(gong)人(ren)(ren)(ren)數基本穩定。2012年(nian)(nian)(nian)后,為(wei)應對日(ri)益嚴峻的(de)市場形勢,為(wei)提高(gao)勞動(dong)生(sheng)產(chan)率(lv)(lv),2012-2015年(nian)(nian)(nian)公司(si)以裁(cai)減(jian)大部分(fen)勞務(wu)(wu)(wu)用工(gong)等(deng)為(wei)抓手,大力(li)(li)盤活人(ren)(ren)(ren)力(li)(li)資源。一(yi)方面大量撤(che)減(jian)、清退(tui)業(ye)務(wu)(wu)(wu)和勞務(wu)(wu)(wu)外包(bao)用工(gong),2012年(nian)(nian)(nian)是(shi)公司(si)裁(cai)減(jian)勞務(wu)(wu)(wu)用工(gong)力(li)(li)度(du)最大的(de)一(yi)年(nian)(nian)(nian),裁(cai)減(jian)1200余(yu)人(ren)(ren)(ren),裁(cai)減(jian)比(bi)例達(da)40%。另一(yi)方面倡導“一(yi)人(ren)(ren)(ren)多崗(gang)(gang)、一(yi)崗(gang)(gang)多能”,建立分(fen)流(liu)退(tui)出通道(dao),采取緊縮崗(gang)(gang)位、強化分(fen)廠(chang)定崗(gang)(gang)定員(yuan)、變革(ge)生(sheng)產(chan)班制(zhi)(zhi)、頂(ding)替(ti)勞務(wu)(wu)(wu)工(gong)、業(ye)務(wu)(wu)(wu)整(zheng)合、自動(dong)化改造、內(nei)退(tui)、解除勞動(dong)合同(tong)等(deng)一(yi)系(xi)列舉(ju)措(cuo),控制(zhi)(zhi)和減(jian)少(shao)一(yi)般管(guan)理人(ren)(ren)(ren)員(yuan)、輔(fu)助人(ren)(ren)(ren)員(yuan)和富余(yu)工(gong)序(xu)人(ren)(ren)(ren)員(yuan),四年(nian)(nian)(nian)間崗(gang)(gang)位用工(gong)減(jian)少(shao)近(jin)2800人(ren)(ren)(ren),其中勞務(wu)(wu)(wu)用工(gong)約1800人(ren)(ren)(ren),正(zheng)式(shi)(shi)員(yuan)工(gong)近(jin)1000人(ren)(ren)(ren)。2016年(nian)(nian)(nian)是(shi)公司(si)裁(cai)減(jian)正(zheng)式(shi)(shi)員(yuan)工(gong)力(li)(li)度(du)最大的(de)一(yi)年(nian)(nian)(nian),堅持精簡(jian)高(gao)效,推行大部制(zhi)(zhi)改革(ge),管(guan)理部門個(ge)(ge)(ge)數由14個(ge)(ge)(ge)降(jiang)至7個(ge)(ge)(ge),管(guan)理科室(shi)控制(zhi)(zhi)在55個(ge)(ge)(ge)以內(nei)。借助精簡(jian)機構、整(zheng)合業(ye)務(wu)(wu)(wu)、頂(ding)替(ti)勞務(wu)(wu)(wu)工(gong)等(deng)手段,全年(nian)(nian)(nian)減(jian)少(shao)用工(gong)1361人(ren)(ren)(ren),其中正(zheng)式(shi)(shi)工(gong)886人(ren)(ren)(ren),所有轉崗(gang)(gang)分(fen)流(liu)人(ren)(ren)(ren)員(yuan)均得到(dao)妥善安(an)置(zhi)。2017年(nian)(nian)(nian)減(jian)少(shao)用工(gong)424個(ge)(ge)(ge),其中正(zheng)式(shi)(shi)工(gong)231人(ren)(ren)(ren)。正(zheng)式(shi)(shi)員(yuan)工(gong)人(ren)(ren)(ren)數首次(ci)“破(po)四”,降(jiang)至3941人(ren)(ren)(ren)。勞動(dong)生(sheng)產(chan)率(lv)(lv)攀(pan)升,全年(nian)(nian)(nian)人(ren)(ren)(ren)均鋼(gang)管(guan)產(chan)量284噸,同(tong)比(bi)提升48%。


  收(shou)入(ru)實現能高(gao)能低。堅(jian)持“效(xiao)(xiao)(xiao)益(yi)優(you)先(xian)、兼顧公(gong)平”原則,在勞(lao)動生(sheng)產率(lv)和(he)(he)企業效(xiao)(xiao)(xiao)益(yi)不斷提高(gao)的基礎上(shang),增加員(yuan)工收(shou)入(ru)和(he)(he)勞(lao)動保障水平。規范(fan)和(he)(he)完(wan)善員(yuan)工薪(xin)酬體系,強化效(xiao)(xiao)(xiao)益(yi)導向(xiang),鼓勵員(yuan)工積(ji)極(ji)投身創新創效(xiao)(xiao)(xiao)活動,將收(shou)入(ru)向(xiang)生(sheng)產、研發(fa)、營銷(xiao)一線等為公(gong)司(si)創新創效(xiao)(xiao)(xiao)人員(yuan)傾斜,合理(li)拉開收(shou)入(ru)差距,形成收(shou)入(ru)增長(chang)靠貢獻(xian)的薪(xin)酬分配格(ge)局。2018年(nian)(nian)員(yuan)工人均收(shou)入(ru)達9萬元,比1977年(nian)(nian)的600元增長(chang)150倍。


   強化技(ji)術創新,“提(ti)檔加(jia)速(su)”進軍高端產(chan)(chan)品市(shi)場(chang)(chang)。在(zai)引進和消(xiao)化吸收(shou)國外先進無(wu)縫(feng)鋼(gang)(gang)管(guan)(guan)生(sheng)產(chan)(chan)裝備和技(ji)術的基(ji)礎上(shang),衡鋼(gang)(gang)插上(shang)科(ke)技(ji)創新的“翅膀”,開始在(zai)無(wu)縫(feng)鋼(gang)(gang)管(guan)(guan)制造的領域啟航并騰飛。從1987年(nian)到1997年(nian),衡鋼(gang)(gang)進行了(le)大小130余項技(ji)術改造和700余項技(ji)術改進,完成重大科(ke)研項目38個(ge),新技(ji)術推廣14個(ge),其中5項技(ji)術獲(huo)(huo)國家(jia)專利(li)、6項獲(huo)(huo)省冶(ye)金系統科(ke)技(ji)進步獎(jiang)、10項處于國內領先地位(wei)。其中,企(qi)(qi)業自行設(she)計(ji)的ф108mm三輥高精度熱軋無(wu)縫(feng)鋼(gang)(gang)管(guan)(guan)機(ji)組有效填(tian)補了(le)中厚壁鋼(gang)(gang)管(guan)(guan)生(sheng)產(chan)(chan)的空白,引進消(xiao)化吸收(shou)的Φ89mm半浮芯棒連軋管(guan)(guan)機(ji)組使(shi)企(qi)(qi)業在(zai)高壓鍋爐管(guan)(guan)、油管(guan)(guan)市(shi)場(chang)(chang)上(shang)搶占先機(ji)。


  2003年,衡(heng)鋼(gang)拉開二次創業的序幕(mu),進(jin)入(ru)新一輪大(da)(da)技改時(shi)期,相(xiang)繼建成了(le)(le)二連軋(ya)項目、大(da)(da)管坯項目、套管加(jia)工生產線等一大(da)(da)批(pi)管國(guo)家、省(sheng)市重點(dian)工程。2007年,圍繞(rao)“十一五”發(fa)展規劃,實施了(le)(le)ф108mm機(ji)組改造,啟動(dong)了(le)(le)特大(da)(da)口徑軋(ya)機(ji)、煉(lian)鐵系(xi)統(tong)建設。2000年至(zhi)2007年,衡(heng)鋼(gang)開發(fa)油田用管新鋼(gang)種35個,擁有自主知識產權的經濟(ji)型油氣用管HS系(xi)列用鋼(gang)種6個,自主開發(fa)的HSM特殊扣申請(qing)了(le)(le)專利(li)。

  2008-2018年,衡陽(yang)華菱不銹鋼管(guan)廠共有29個(ge)(ge)(ge)(ge)項目獲(huo)市級及以上科技進(jin)(jin)步(bu)獎(jiang),國家(jia)科技進(jin)(jin)步(bu)獎(jiang)實現從無到有,“電弧爐煉鋼復合吹煉技術的(de)研究(jiu)應用”榮獲(huo)2016年度國家(jia)科技進(jin)(jin)步(bu)二等獎(jiang)。P91無縫鋼管(guan)及其制(zhi)備方(fang)法獲(huo)中國專(zhuan)利(li)優(you)秀獎(jiang),另(ling)有5個(ge)(ge)(ge)(ge)專(zhuan)利(li)在(zai)湖(hu)南省、衡陽(yang)市獲(huo)獎(jiang)。國際專(zhuan)利(li)申請(qing)實現突破,首次實施PCT專(zhuan)利(li)申請(qing)2個(ge)(ge)(ge)(ge)。主持制(zhi)定國家(jia)和行(xing)業標(biao)準9個(ge)(ge)(ge)(ge),其中國標(biao)5個(ge)(ge)(ge)(ge)、行(xing)標(biao)4個(ge)(ge)(ge)(ge)。
